The Board having already raised the sum necessary for laying out the Cemetery at Aberdeen shall before laying out any other Cemetery which may be placed under their control and the utilization thereof as a place of burial obtain from Chinese permanently resident in the said Colony the sum specified in the Deed of Appropriation of any such Cemetery such sum to be used by the Board for the following purposes :—
(a) To fulfil the terms and conditions of the Deed of Appropriation of such
Cemetery.
(b) To erect the necessary buildings thereon.
(c) To carry out all such works and do all such things as may be consider- ed necessary for the utilization and maintenance of the same as a Cemetery.
RULE III.
Every subscriber who has subscribed or shall subscribe a sum of not less than $500 shall be entitled to certain privileges with regard to the free allot- ment and reservation of a certain number of sites in the Cemetery to which he has subscribed for burial purposes but the exact nature and extent of such privileges and the number of free burial sites to be allotted and reserved and the manner of such allotment shall be determined and defined by the Board.
RULE IV.
The Board of Management may erect such buildings in the said Cemeteries as it may think fit provided the same are necessary for the use of the Cemeteries as places of burial and may engage servants, sextons workmen and overseers and do all such things as are essential or incidental to the proper management and maintenance of the said Cemeteries.
RULE V.
The Board shall have full and absolute power in the management of the said Cemeteries and in the control and disposal of the funds, fees, charges, income fines and all moneys collected or received in respect of or in connection with the said Cemeteries. Provided always that no expenditure of the Funds in the possession of the Board shall be deemed to be valid or permissible unless it be for the general purposes and requirements of the Cemeteries, their laying out, upkeep, maintenance, extension and improvement, and for the fulfilment of the terms and conditions contained in the said Deeds of Appro- priation.
RULE VI.
The number of members of the Board shall not be less than 12 or more than 20.
RULE VII.
The Secretary for Chinese Affairs, the Director of Public Works and the Head of the Sanitary Department shall be permanent ex-officio members of the Board, the remaining members shall be elected from amongst themselves by Chinese permanently resident in the Colony who have subscribed to the cost of making and laying out the said Cemeteries or any of them, in open meeting assembled.

RULE VIII.
Any subscriber who has been appointed a member of the Board shall hold office for life unless or until one of the following events occur:-
(a) Voluntary resignation.
(b) Being of unsound mind.
(c) Absence from the Colony for more than 12 months at any one time
when he shall cease to be a Member until re-appointed.
(d) Three quarters of the numbers of the Board voting for his retirement.
RULE IX.
The surviving or continuing Members of the Board shall have power to appoint New Members to fill any vacancies on the Board. Provided however that whenever or wherever possible preference shall be given in such appoint- ments to the subscribers.
RULE X,
The Board shall meet twice in a year and oftener when necessary for the transaction of business. In all meetings Nine Members shall form a quorum and the decision of the majority of Members present shall prevail in all matters except as is provided in Rule VIII (d).
RULE XI.
The Board shall annually elect or re-elect one of its Members to act as Chairman and another as Vice-Chairman. It shall also annually appoint or re-appoint a Treasurer and a Secretary from among its Members.
RULE XII.
The Board shall, subject as hereinafter mentioned, have power to make and from time to time vary and amend or revoke and annul all rules in respect of the following matters :-
(a) The size and dimensions of the graves.
(b) The manner in which the graves are to be plotted out.
(c) The levying of fees for graves and the making of other charges.
(d) The manner in which the graves are to be disposed or reserved.
1. Among or for the subscribers being Members of the Chinese Com-
munity who are permanently resident in this Colony.
2. Among or for the Members of the Chinese Community who are
permanently resident in this Colony
(e) The regulation of cracker firing, burning of sacrificial papers, incense sticks or candles, the preservation of flowers, plants, trees, turfs, tomb-stones, monuments, buildings, and other structures, property and things within the said Cemeteries.
The imposition of fines for the violation of any rule of the said Cemeteries.
(g) The engagement and dismissal of sextons and other servants or employees of the said Cemeteries and the definition and allotment of their duties.
(h) The improvement and extension of the Cemeteries and the erection of a pier near any of the Cemeteries and when erected its regulation and upkeep.
